Our Purpose

CARE for EFMs Association (Careers and Advocacy for Remote Employment for Eligible Family Members Association) is a nonprofit created by and for U.S. Foreign Service families. Our purpose is simple and urgent: make remote, portable work a real option for Eligible Family Members (EFMs) and Members of Household (MOHs), who are often women and face underemployment, underpay, or career disruption.​ We are building a global professional association that:

How We Do It

Why Now

The 2025 federal hiring freeze and ongoing program cuts eliminated many of the few in-mission jobs EFMs depended on, while over 6,800 highly skilled spouses and partners still want to work. This poses both risks and opportunities for families, employers, and U.S. diplomacy. By making remote careers accessible, CARE for EFMs helps retain Foreign Service talent, supports family income, and advances gender equity.​

Our Team

Executive Director

Anna Meltzer is a public health and digital health leader with more than a decade of experience managing global health programs across 31+ countries and advising private healthcare organizations on sustainable, tech‑enabled service models. As a U.S. diplomat’s spouse who has rebuilt her career across multiple postings, she knows firsthand the employment barriers EFMs face. As Executive Director of CARE for EFMs Association, she brings nonprofit, workforce‑development, and business consulting expertise to expand remote work opportunities for diplomatic families.

Our Board

CARE for EFMs is governed by a volunteer Board of Directors made up of EFMs, former senior diplomats, and sector experts in law, finance, talent, and technology.
